Quality of Life Ratings across 12 Living in Niagara Sectors in 2008, 2011 and 2014

The ratings in this dataset are based on the opinion of citizens and Community Expert Opinion Leaders (CEOLs) who informed the first 3 Living in Niagara reports.
The Living in Niagara report is a triennial measure of quality of life in Niagara across 12 Sectors that align with the Social Indicators of Health.
The report is owned and built by the Niagara-wide community for the community. It is available at: www.livinginniagarareport.com
When the baseline Living in Niagara (2008) report was created, a rating scale was developed for each of the report Sectors and their critical indicators.
The 2008 report was given to a group of 100 citizens to rate how Niagara was doing based on the research evidence presented.
The Sector rating system was refined for the 2011 and 2014 reports, with Community Expert Opinion Leaders (CEOLs) rating each Sector.
CEOLs are chosen through a process of triangulation.
CEOLs are people with a Niagara-wide view, who know the evidence , and have front-line knowledge of what's going on in the Living in Niagara Sector in which they work.
For the 2011 report, a total of 36 people acted as CEOLs. For the 2014 report, a total of 60 people acted as CEOLs.
Rating Levels
Level 1 - in dire need of corrective action
Level 2 - of concern, needs attention
Level 3a - a little progress is being made
Level 3b - a lot of progress is being made
Level 4 - we're doing well and headed in the right direction
Level 5 - we're doing great - Niagara is a leader
In the 2008 report, there were 5 rating levels including Level 3 - progress is being made.
For added specificity in the 2011 and 2014 reports, 6 rating levels were used, including 3a (a little progress is being made) and 3b (a lot of progress is being made).
