CEOLs are people with a Niagara-wide view, who know the evidence , and have front-line  knowledge of what's going on in the Living in Niagara Sector in which they work.  			\r
For the 2011 report, a total of 36 people acted as CEOLs. For the 2014 report, a total of 60 people acted as CEOLs.						\r

Level 2 - of concern, needs attention			\r
Level 3a - a little progress is being made			\r
Level 3b - a lot of progress is being made			\r
Level 4 - we're doing well and headed in the right direction			\r
